iCloud storage shows all photos are uploaded but iPhone shows iCloud storage is Full

My iCloud storage is showing full in my iPhone but when i check the iCloud website on my pc, it shows my photos app is synced with iCloud and latest photos are uploaded to iCloud. So if i change my iPhone will i be able to download my data from iCloud safely or no?

Photos App is showing iPhone not backed up but iCloud is Showing latest photos uploaded.
