Cannot create child account due to "This Mac has been used to create too many new Apple Accounts"

Hi,

I'm trying to create a child account for my daughter through Family Sharing.

I navigated to System Settings -> Family -> Add Member -> Create Child Account.

I then receive an error of "This Mac has been used to create too many new Apple Accounts".

I don't have another iPhone/iPad or other Apple device, so I cannot use it to create the child apple account.

Writing here in this forum for help, is it possible to somehow create a ticket for Apple to enable my device to create an apple account for my child?
