MacOS Sequoia - Apple could not verify app is free of malware'

I have thousands of Safari web pages saved over many year as archive files for my research. Sequoia requires me to validate each one in Settings/Privacy and Security before I can open them. This is mindnumbingly slow and pretty stupid. I'm opening files generated by Safari! An Apple product, not Third Party software! Please help with an easier solution.
