The iPad can send iMessage messages over Wi-Fi to other Apple devices.

It can place FaceTime calls to other Apple devices also over Wi-Fi.

If you need to send SMS messages or make cellular calls to non-Apple devices, then you need a functional iPhone for that, as the iPad cannot do it on its own.

The Mac doesn't really help in this case, as it's also unable to make calls and send messages to non-Apple devices on its own either.
