Since the subscription is not listed on your Apple Account and the charge is coming from the Developer directly, then that needs resolved by the developer and is not a subscription that is being managed by Apple. The developer did not get your payment information from the in-app purchase made through Apple as that is not disclosed to the developer, but you are certainly able to bypass Apple from managing the subscription and provide that information to them yourself. In fact, previously Apple did not allow that and was sued in the US and EU where they had to pay major fines and allow developers to manage subscriptions themselves. There is nothing Apple can do and they were even prevented from warning users that the charge you are making may be subject to terms where Apple cannot assist in cancelling or providing a refund.
For help with any charge you see on your credit card, the first step is to contact the company billing you and if unresolved, then you have to dispute the charge the the bank of the issued card. Here is the information that Neocortex provides about the subscriptions they manage and any refund policy.
