Macbook not showing on Find My.. settings are correct but shows as off!

I have set up Find My on my macbook per other threads, but cannot see it in the app and in my apple account is say "of"!

Location Services is on

Device says it is off!

I have undone and redone the set up steps but nothing fixes it.. can anyone help?
