Open the AppStore on your iPhone and search for "Messages", make sure it is the correct app rom Apple, then tap on the download icon. If the app is already installed on your iPhone, it will give you the option to "Open" the app, as shown in this screenshot:
If it is already installed on your iPhone, search the App Library for it, the app might have been moved to this place.
