Siri cannot locate a contact in the Contacts app after upgrading to iPhone 16 Pro Max

"Hey siri, Call XXX". Siri says cannot locate the contact, yet the contact is clearly in my contacts app

Is there a location setting change required? Dial assist is turned off as I am calling from same area as that was a possible solution I looked up previously?
