What is the reason certain apps cannot be downloaded from the App Store (for example: Netflix, Viber, Spotify)?
The notification states that they are not supported.

You can download Viber for Mac from their website: https://www.viber.com/en/download/
and it appears you can do the same with Spotify: https://www.spotify.com/us/download/mac/
Some vendors offer Mac apps directly from their websites rather than the App Store
Netflix doesn't offer an app for Mac computers.

I don't have any personal knowledge about Viber or Spotify.
Those are not Mac apps. They are iOS / iPadOS apps. Some, but not all iOS / iPadOS apps can be run on macOS. Those can not.
