If the used Apple Accounts are the same for both devices (for registered/primary user and iCloud services), then it should work. I can’t replicate your issue. When I added a new named room to the Home app on iPad, then that room also appeared on my Apple TV box in Setting﹥AirPlay and HomeKit﹥.
As the Apple TV box is potentially a multi-user device, verify that this Apple Account was used to register the device during setup, as well as the primary user, and the account for iCloud services, and the current active user.
