Siri is not working when locked

Have you tried restarting your iPad? Sometimes a simple restart can help resolve issues with Siri. If that doesn't work, you may also want to check if there are any software updates available for your device.

The first thing I would do is make sure that you have your iPad updated to the latest version of iPadOS which is, I believe 18.6. It just came out with in the last day or two.

I know you said that you had all the right settings enabled but just to doublecheck, do you have Settings>Apple Intelligence & Siri>Allow Siri When Locked" turned on?

Do you have any restrictions set up in Settings>Screen time?

Settings> Face ID> Scroll down to allow access when locked> toggle Siri on.
