Only a few pictures to choose background from. Most missing.

I have MacOS 12.7.6. I want to change the background image but in the system settings for changing the background only a few fairly new images are available to choose from, most are missing.

In the image folders I don't see any at all. What could be wrong?

This issue can arise due to various reasons, including incorrect system settings, the library not being designated as the "System Photo Library", or optimization settings in iCloud Photos

You might want to check this to see if the issues persist
