If I log into my daughters iCloud account on my iPhone or add her iCloud account onto my phone, will she get my text on her phone? I have my own separate iCloud account. She is a minor and I would like to have her texts sent to me to screen for safety but I don't want my stuff going to her phone.

You can add her to a Family Sharing plan where you are the Organizer. Neither of you will be able to see each other messages, but you can restrict on who she can send/receive messages with the Messages app, and what apps she is allowed to use.
As for protecting your daughter's communication, you will find it is the apps that they use to communicate with others, not the Messages app. They are using Snapchat, TikTok, Instagram, Facebook, WhatsApp, Telegram, Signal, etc and that is where you should focus your efforts. Some of those services offer their own parental controls, as Apple has no access to the information on those services. The only thing you can do on the device is allow the app or not.

Anything you try here can be bypassed, and on an allowance-scale budget, if your daughter is inclined.
