my apple music on a windows desktop kept
buffering updating cloud library/ loading cloud library.. I have an extensive music library over 100K songs. was told cloud/match has a max limit of 100K after that you can't sync any of your devices... is that true

There is a 100,000 song limit for those stored in your cloud library not including songs that have been purchased. You are free to store as many songs as you like in your library, but cloud storage of those songs to be made available across devices has that limit.

So I don't want my library in the cloud, it's downloaded on hard drives.. why can't it be shared with all my devices. Forget the cloud, or are they the same?? What am I missing
You don't need an Apple Music subscription, or stored in iCloud to sync that music on your other devices. With the Apple Music subscription, it does make syncing automatic where you have the same music available on all your devices, but you also have the option to manually sync music from your Mac to any another device.
Since it appears you are using High Sierra on your Mac, syncing would then be done with iTunes and you can use the steps provided here to do that:
