Shared Password Group not functiong as expected

I have established a Shared Password Group, and am trying to add the first additional (besides me) member. I keep getting the message “unable”because they need an iOS of 17 or later. This person has an older iPad, but their iPhone runs 18.5.

Is there a workaround?
