This is helpful:

What does iCloud back up? - Apple Support

You can choose which apps you have backed up: "Settings>[name]>iCloud>Saved to iCloud" shows the apps you've chosen to include.

But like Phil0124, I doubt that this includes spreadsheets, since they are just normal data files. Spreadsheets that I use on my iPhone, my Mac and my iPad I keep in iCloud Drive, and I access them through the Files app on the phone and iPad. Spreadsheets that aren't shared are kept in "Files>On My Phone, " as Phil0124 said. Stuff in iCloud Drive is not also saved in iCloud Backup. I think if you don't see your spreadsheet in Files, then you're not going to find it.

If they were stored under "On My iPhone" then they may have been backed up.

Deleting Excel will delete the Excel folder in the files app and with it all your files in there.

If they weren't stored elsewhere they are gone.

If they were in fact backed up, you would need to erase the iPhone and set it up again from the backup to restore the files if they are in there.

Sounds right. When I've bought a new phone, and it is set up using iCloud Backup, the "On My iPhone" stuff is there.

The earlier link says:

iCloud Backup includes app data for the apps that you've downloaded on your device. This includes data for third-party social media apps, games, and messaging apps, as well as apps from Apple that don't sync with iCloud.

That's not totally clear to me, but it's worth a try, I think.

That would work. Depending on how you backup the phone to the computer, you may be able to restore the important files without having to wipe the phone a second time. You could, for instance, transfer everything in the Files app directly to a computer and then transfer them back. There's more than one way to "backup." Having the iCloud backup as your only copy limits what you can do with it, but it at least makes it possible!

You seem to have gotten yourself into a position of having more stuff than you have a place to put it all. That's bad, whether you're talking furniture in your house, papers in your filing cabinet, or data on your digital devices. The only solution is to get more space or less stuff.

You can borrow another computer. Or you can connect an external drive to your computer. Or get rid of some of your apps and data. If you don't take care of this problem, then you'll always be frantically moving stuff around in a vain attempt to find more room. You'll start drinking too much, sleeping through appointments, gambling to forget your problems, losing all your friends, and end up living on the streets. Take care of this now, and don't let this beat you down!

Okay, maybe I went a little too far…
