The Apple TV app does load content from the internet, so can only show that when the Mac has internet connectivity. Else it will only show the content of the app’s library on that device, which may be empty initially.

For Macs, users have to additionally sign in to the TV app (menu Account, or the bottom of the side bar), to load past purchases, subscription content, or get personal offers (like free trials).
