How are you opening Safari?
From a link on your desktop?
From the icon on the Dock?
From a link in an email?
Have you verified the Home Page for Safari is set to whatever you want?
Safari Menu ➜ Settings ➜ General ➜ Home Page
and Safari Menu ➜ Settings ➜ General ➜ Safari Opens With is set to "A New Window" instead of "All Windows from last session" and Safari Menu ➜ Settings ➜ General ➜ New Windows Open with is set to "Homepage"
Make sure you close all tabs before existing Safari.
Or as mentioned set Safari to open to a New Window every time.

Thank you for you reply but the problem is there isn't an option to "A New Window" when I click "Safari Opens with" the only option is "All Windows from last session" or "All non-private windows from last sessions. I apologies if I am missing something.
From my desktop and every time it opens it will go previous webpage that I was on the other day or earlier. How do I fix it?
You set the "Safari Opens with" to "A New Window", then set "New Windows Open With" to "Homepage", then set the "Home Page" to whatever you want.
