My apple tv 4k 1st generation isn't turning on, only giving me white light on front, no display to monitor.

I bought a apple tv 4k 1st gen off a friend today, and it didn't work, it gave me a white blinking light on the front and no display to my monitor. I heard you can trade it in and apple will give you a new one, Is this still true? I don't want to go out and have to buy a new one.. Can someone help...

Did your friend tell you that before you paid? I hope you didn’t pay too much. The not-working might be the reason why he or she wanted to part with it.

If a restart (temporary disconnect from power) doesn’t fix it, then you should contact Apple about getting it serviced. They can tell you more about the terms and conditions of this servicing, and perhaps availability of replacement options if applicable. No further details are available from public support documents. (Apple doesn’t share their latest policies on this with us in a scheduled way, for those of us that haven’t had this happen personally very recently.)
