iPhone photos taking too much storage even with 200 TB iCloud

I’ve bought the 200TB icloud+ for my Photo. The photos and videos have been synchronised but the storage of Photo on my phone is still enormous (almost 10GB). One of my friends has the same amount of photos and videos as me but they just account for 2GB. What can I do?

Have you turned on "Optimize Storage" at Settings>[your name]>iCloud>Photos? This can reduce your storage to less than 20% of your total.

At Settings>General>iPhone Storage, what does it say? For instance, mine says 76.64 GB of 128 GB used.

At Settings>[your name]>iCloud, what does iCloud storage say?  mine says 110 GB of 200 GB used.

At Settings>[your name]>iCloud>iCloud Drive, is Sync this on?

At Settings>[your name]>iCloud>Photos, what does Manage Storage say?

At Settings>[your name]>iCloud>Photos, have you tried tapped "Sync Now?"

At Settings>[your name]>iCloud>Photos have you turned on "Optimize Storage"

Have you tried a forced restart of the iPad?

Force Re-start iPad

This is different from a simple Power Off. For me, the logo appears way after the Power Off notice.
