Child left family group. icloud photos were offloaded to the cloud. Photos recoverable?.

Miss 14 removed herself from the family group. She has approx 15,000 photos so they were offloaded to the cloud, with only thumbnails on the phone and iPad.

phone died 4 days ago, possible intentionally smashed. She was given an old iPhone 8 and has signed into her account since. She then changed her password and removed herself from the family group. The family group had 2TB of iCloud storage that she now has lost access to.

we have her iPad still working. I can see all photos on the iPad are thumbnails only.

Is there a grace period for signing up to iCloud storage space for herself that will allow retention of the photos?

Apple allowing a child to leave a family group if screen time isn’t active right then (e.g 10pm till 7am downtime set) is a huge issue.
