How do I recover deleted photos and videos from iPhone?
The phone itself deleted about 10,000 photos and videos. How can I get them back?

On your iPhone, open Settings > Tap Your Name at the top > Tap iCloud > Tap Photos to see if you were syncing photos with iCloud and if off, turn it on. Assuming they were synced, they will redownload. Were you out of space in iCloud or on your phone? I'm guessing you used up the free iCloud storage you had and didn't buy more space, which you could have for $1/month. If the photos weren't synced with iCloud, nor backed up anywhere before this happened, they are gone. Backups MUST happen before something goes wrong.
