How do I recover old photos and videos from iCloud on iPhone 12 Pro?

When I sign out of my Apple account and sign back in,I haven't recovered the old videos and photos that were in my iCloud account.Please help me get it.

If you do not see any photos or videos on the iCloud Web site when you sign in, there are no old photos or videos to be recovered.

If you see photos and videos there, but not on your iPhone, check to see if your iPhone is using that Apple account, and has iCloud Photos enabled.
