When I sign into the app via a partner, it comes up saying denied contact Apple , I thought it was included in Apple one family subscription.

Paramount+ requires its own subscription, which can be, but doesn’t have to be, on your Apple Account.
Access to Paramount+ through the Paramount+ app is not shareable through Apple Family Sharing.
Access to Paramount+ through the Paramount+ Apple TV app Channel is shareable in Family Sharing.
Apple One includes iCloud+, Apple TV+, Apple Music, Apple Arcade, and optionally Fitness+ and News+ (‘Premier’ subscribers). It does not include third party streaming services.
