Does the text message deletion setting (never, 30-day, one-year, never) automatically transfer to my new iPhone with a transfer of data etc? Or does the new iPhone start at the default (never)?

That should transfer over. Because if you were to transfer your messages over saved longer than 30 days in order to retain those messages the setting would need to stay.
Although it just occurred to me that if the new iPhone automatically defaulted to "save forever" (which is the default)--instead of carrying over a 30-day or one-year retention setting--there would be no risk of losing messages unintentionally.
