Apple Mail (v16.0) creating Draft folders

On my MacBook Air running Sequoia 15.5, I use Apple Mail client (v.16.0) to manage two gmail accounts, a Proton mail account, and my iCloud mail. I have common folders for - All Inboxes, All Drafts, All Sent, All Junk, and All Trash. Curiously, the Mail client keeps re-creating Draft folders in the 'On My Mac' section for my email accounts. It does not do this for other "All" folders. (See picture).

Does anyone have insight into this odd behavior and is there a way to toggle it off?
