The Lady Gaga album "Mayhem" is about half as loud as all other albums downloaded from Apple Music. Can this be fixed? My system is up to date and all settings are correct. Sequoia 15.5, Mac Studio M2. This is not the case on my phone where the volume is as loud as other albums.

In Music go to Settings > Playback and see what it say there. You may have it set to play those tracks at reduced volume, or you may have the feature set to automatically adjust playback volume and it is misbehaving.
You could activate Soundcheck, but in the past that has produced questionable results.
You can select multiple tracks, then in Music: Get Info > Options and adjust the volume for those tracks on a long-term basis (i.e., until you change it back).
After that there's third party utilities that will "normalize" an audio track. I would think yours already are and if they are there could be a single loud section that drives all the rest down.
This is good advice but the playback controls are not even enabled. The playback volume should be unaffected. I don’t see a volume control for individual albums.
