Why did apple delete my music library?

I have two phones with two different apple ID’s. One of them broke so I stopped using the phone but continued paying my iCloud+ subscription. I even connected the Apple ID of the broken phone to my MacBook. I just got a new phone and used the Apple ID but my Apple Music didn’t restore anything. What is going on? In the past I’ve been able to switch devices using the same Apple ID and still keep my music library. You know like I can access my Spotify app from any device and my music library is still there.
