I don’t use iCloud for photos so why is the optimising task running and how do I stop it please?
I don’t want any of my photos quality reduced. Just leave them alone at full resolution.

Where does it say your photos quality is going to be reduced? Consider that your library will be optimized for:
Do what it says and plug your phone into power overnight. If it has not completed in the morning, then report back and we may be able to assist further.
I don't think that refers to the same sort of optimization. Library organization optimization versus optimization of space taken by individual photos and videos in the library.
