TimeMachine won't include a new SSD external drive. This drive is formatted APFS, guid partition and it contains my photo-library

Reformatting the TM drive worked. It now backups both the internal and new external drive
In the Time Machine settings, remove the new external drive from the exclusion list. This will have the effect of including it in the Time Machine backups.
I alreaydy did that but with no reveal. TM keeps ‘backing up’ a dead and already removed external drive. My next step is to reformat the TM drive and try again. I’ll let you know it this worked. (TM is making a first backup know and of course it takes a while)
