I want to add attachments to emails

Sequoia 15.5, Mac Mail 16.0

Mail will not allow me to attach anything to emails. This has been going on for some time. Even the most basic small 1 mb .jpg won't load. This is one of the most basic functions. How can this be?

"Unable To Attach. Attachment failed to load. Compose anyway?"

There was another person who posted the exact same question and screen shot and there were no responses. No fixes and the discussion was closed. I see similar questions in searches, but the dates on those are a bit older. What should be a 10 second attach and send turns into an agonizing time consuming search for help.

Does anyone have a fix for this?
