Im apart of a family on apple ID. Anytime I change my apple ID photo it changes my brothers Apple ID and contact photo to my new Apple ID photo. If I change his contact photo it’ll become my Apple ID photo. How do I unlink them?

If the “new” account being created belongs to a “child” (generally <13 years old) it can ONLY be created by the family organizer as described here:

Are you using an identical Apple Account?
If yes, separate them by creating a new Apple Account for one of you and the Family organizer can invite the new Apple Account to Family Sharing again.
