I know with ios 18 it can still say delivered even if your blocked. I sent a text and it says nothing under it and its been at least 6 hours. Am i blocked or have they just not gotten the message yet
You will have no indication if you are blocked at all. There are many reasons why a message will not say Delivered, and one is the the recipient is not connected to the network whether that is due to the phone being off, in Airplane Mode, not using iMessage, or out of cellular range.

How about you call said person and ask.
What color is your text? If you're sending a text to someone who is not using iMessage, you may not see "Delivered."
There is not now and never has been a way to definitively determine if you have been blocked.
My message is blue and they have iphone. I just read something that if your blocked it will still show up as delivered was curious.
I sent a text and does not say delivered under it.
