Why doesn’t parental control block youtube kids

As the image below shows, YouTube Kids doesn’t shut off when it hits the 1hr time limit. It also doesn’t obey downtime limits. The only way to shut it off besides uninstalling it is to block apps access completely. I have not set it to be always accessible so what else am I missing? Every other app obeys the parental control rules.
