Family sharing invitee is not allowed to accept my invitation

Took my account off an old iPad, but since family sharing has failed, my wife has lost here iCloud sharing but still seems to see my devices. I have stopped family sharing and tried to re invite my wife but she can’t as her phone says I am using the iTunes account.
