Treat any such communication as information only and any needed verification should always be done through known contact info not provided to you in that message. For example, to contact Apple, you would always use the number provided here. For the original message scam, you would contact DOT yourself to verify before making any such payment from a message. That number would be readily available using your local governments website not given to you in the message.
