My apps doesn’t have access to my Photos app

so yesterday my photo settings was working perfectly but today when i woke up i realized all of my apps doesn’t have access to my photos so i looked up some articles here and most of them said “settings->screen time->content & privacy restrictions->photos->set to allow changes” but when i do that it automatically changes back to don’t allow changes so i can’t do anything.
