Tabs automatically go full screen when moved on MacBook Air

why do tabs keep jumping to full-frame when I try to move them on my Macbook Air?

In most versions of macOS, touching your windows against the menu bar as you move the windows is harmless. In Sequoia, it can trigger a rather annoying "feature." Try this: In System Settings > Desktop & Dock, scroll down to the line that says "Drag windows to menu bar to fill screen." If that is turned ON, turn it OFF – and see if that fixes the problem.
