Persistent iCloud Terms and Conditions notifications in macOS Sequoia

I've seen similar issues with Ventura here on the forum, however I just upgraded to Sequoia and the system asks me to accept Terms and Conditions for iCloud. It keeps popping up notifications constantly, and there is now way to close it by pressing X, because it keeps opening Settings anyway. I turned off notifications entirely and it keeps popping up regardless....its not a nice thing you are doing Apple. I don't want to accept those terms, I think they are oppressive and give you the right to do whatever you want with my data, so until I remove everything from iCloud I don't intend to accept the terms. But that doesn't give you the right to force me with such notifications even thought all notifications previews are off.

Anyone had the same issue and found a solution?
