Photos not visible on iPad but taking up iCloud storage

My iCloud storage on my iPad Air is full, it says I have 11,000 photos but on my photos app I only have 130 in total on my iPad. I turned off iCloud syncing (so photos I take on my phone don’t appear on my iPad) so I’m not sure how this 11,000 has appeared or how to change it.

Those photos are in iCloud, and your iCloud storage is full. It does not matter if sync is turned off on the iPad, the space is still consumed by your other devices that sync. You'll need to delete pictures, videos, files, or you'll need to increase iCloud storage if you still wish to sync across your devices.
