Sharing iTunes music with family
My husband and I are both logged into my Apple account. I have added him to my family. We have turned on sync.
my music does not show up when he logs into my account on his phone.
what are we missing?

You and your husband should each have your own account. He should sign into his account on his iPhone and if you have Family Sharing enabled, shared items should be available on his iPhone too.
If you are both sharing a single account (not recommended) then there is no need for Family Sharing—Apple cannot distinguish between the two of you and thinks you are one person who owns two iPhones.
Make sure that each family member has a unique Apple Account - Apple Support
There is no such thing as "iTunes Music". Do you mean an Apple Music subscription? If he is signed into his iPhone as you, your subscription should show up. if you are using separate accounts then make sure you have a Family level subscription.
