How can my son text contacts beyond the Family Sharing plan?

My son has a watch that we control, it seems he is only allowed to text people on the family plan. How can we give him texting capabilities for anyone saved in his phone?

You my want to change the way the watch is set-up:

Set up Apple Watch For Your Kids - Apple Support

Eg: (if you scroll down) : says:

"Manage a family member’s Apple Watch

  1. Open the Apple Watch app on the iPhone used to manage the watch.
  2. Tap My Watch, tap Family Watches, tap a watch, then tap Done.


When you tap My Watch for a managed watch, you see a variety of settings, including the following:

Contacts Choose trusted contacts."
