Safari not opening pages and displaying pop-ups on iPhone

I was about to start doing some research and when I pulled up safari for a new window this popped upthen when I clicked the lines on the bottom

middle this popped up. And now I can’t get a page to open. I don’t want to name the tab group. I never liked the private browser cause it’s not really private and pointless. Usually I had a webpage pop up as the opening page but as you see that’s not happening. What’s the issue and how do I take care of this.
