contacts created on my ipad wil lnot sync to icloud or iphone

I create a new contact on my ipad and it will not sync to iCloud or my iPhone. However, if I cerate it on my phone, the sync works. I have been through numerous help articles and checked and rechecked my settings. This seems to be a one-way problem specific to contexts created on my iPad. Calendar and photo sync seems to work fine as does email.

What can I try next?
