Cannot access iTunes Library on MacBook Air

I have a MacBook Air (13-inch, Early 2014) running BigSur 11.7.10. I no longer have the iTunes app on the computer and cannot reload it as it is incompatible with BigSur.

The newer AppleTV and AppleMusic Apps will not allow me to sign in or Authorize the computer. I get the message "There was a temporary problem completing your request. Try again later." This has been going on for months if not longer.

I have deauthorized all computers in my iCloud account and completed a factory reset of the computer.

I also have a desktop Mac from 2010 still running iTunes and an old iPhone... both of which allow me to access the library. The Samsung Q8 TV also allows me see the library.

Is this something that is trying to force me to signup for a music or TV subscription on the computer?
