Safari browser blocked email from opening re:iCloud discontinued! please advise!

Not sure what you mean by the Safari browser blocked your email from opening. If it was a scam email, I suppose that would be a good thing, but not clear what you are referring to with a blocked payment email.

are you using the iCloud.com address?

any email address you see in an email is FAKE, guaranteed.
