"Syncing" an iPad Pro and an older iPad mini

I'm unclear on what I can get away with if I'm syncing a newer iPad Pro and a much older iPad mini. The Pro is iOS 18.-something; the Mini is iOS 12.7. Can files and apps from the mini function. on the iPad Pro? Can they talk to each other via iCloud? How to find out more about it?

Do you really mean “syncing” (keeping the data the same on two devices), or do you really mean “migrating” (moving to a new device), which seems much more likely? As you consider the answer, please realize an Apple Account should be used by exactly one person.

Make sure that each family member has a unique Apple Account - Apple Support

Apps become obsolete. Developers may stop supporting them. They may no longer be offered in the App Store. Your iPad Pro can only use apps available in the App Store when it is set up.
