Apple Notes: assuring all Notes are synced with my iCloud account

I have a 2TB iCloud account and share notes among 2 laptops, an iPhone and an iPad. I have Notes set to sync with iCloud.

In my folders I see the All iCloud folder and the Notes folder. I don't understand why the numbers aren't the same. Both folders are nested under "iCloud."

What is the difference?

Thanks for the reply. That's a screen snippet from the grey sidebar in Apple Notes on my MacBook (latest Sequoia). That's where "Quick Notes" and "shared" are at the top.

I see the same thing on my iPad in the "folders" column on the left side.

What's different from yours is the folder called "All iCloud" above "Notes".
