Add Voice Memos app to iMessages

Is there a way to add Voice Memos to the iMessage apps section? I'm talking about when you click the plus sign next to the text box in iMessages. I see you can click on Store to add apps, but I can't find Voice Memos in the App Store. If I Google "Voice Memos", I do get an option to install Voice Memos in Google. If I search in the App Store, Voice Memos doesn't show up.
