Using IPhone XR on IOS 18.5 at the time of issue and set alarm for 7:30 went off at 7:42, 12 minutes late. Was wondering why this happens and if there’s a fix.

82% is close to Apple's suggested 80% level for battery replacement and the original battery is several years old. So have the weak, aging battery replaced and the alarm will likely return to normal:
